- The data was created using the DLL Casework Trackers, which are trackers for each DLL Scheme Area. The trackers are used by DLL Mailbox Officers during all 5 stages of the DLL process: 1) Enquiry stage, 2) provisional certificate issued, 3)countersigned certificate issued, 4) licence application submitted, 5)licence granted. Quality assurance is through ad-hoc checks by Higher and/or Senior Officers. Mailbox Officers keep ‘Casework Logs’ to track their work and these are checked if any errors occur to provide feedback and further training if necessary. To analyse the data, the trackers were downloaded on the 1st April 2025 in order for the data to be analysed up until the end of the 2024/25 financial year. One column of the trackers includes a formula to calculate turnaround time (the number of days from the application being received to issued, minus the dates between the invoice sent and payment received). Any applications that have not yet been licenced were excluded from the data as turnaround cannot be determined yet. Licence modifications and renewals were excluded from the data as this would not reflect the actual turnaround time so would skew the data. Of the remaining data, the turnaround times were checked to ensure that there were no obvious anomalies (any obvious errors or anomalies in the data were corrected and a small number were excluded from the dataset for exceptional reasons). The relevant data from each tracker was then combined to form one dataset, listing all relevant applications and their turnaround time. The mean and median turnaround times were then calculated for two periods - (1) since the launch of DLL until the 31st March 2025, and (2) within the financial year of 2024/25. These results were then copied into the derived dataset. Datasets used: Cambridgeshire tracker, Cheshire tracker, Cumbria tracker, Derbyshire tracker, Essex tracker, Greater Manchester tracker, Hertfordshire tracker, Kent tracker, Lancashire tracker, Leicestershire tracker, Norfolk and Suffolk tracker, North East Yorkshire tracker, North West Yorkshire tracker, Northumberland, Durham, Tyne and Wear and Tees Valley tracker, South Gloucestershire & North Somerset tracker, Shropshire tracker, Somerset tracker, South East Yorkshire and North Lincolnshire tracker, Swindon & Wiltshire tracker.
DLL Annual Monitoring Report 2024/25: DLL turnaround time
Summary
This tabular data describes the turnaround time from a customer submitting a licence application to the licence being issued to that customer, excluding the time that the invoice is with the customer. The analysis used data from the launch of DLL (2019) until the 31st March 2025 and also data within the specific financial year of 2024/25.
This data is included in the first DLL Annual Monitoring Report (AMR). The 2024/25 DLL AMR covers the financial year of the 1st April 2024 to 31st March 2025 and is part of the wider DLL Monitoring and Evaluation Framework that was adopted in April 2024. The results from each AMR will feed into a 5-yearly National Fixed-Point Evaluation report (to be published in 2026).
The high-level objective of DLL is to contribute to Favourable Conservation Status (FCS) for Great Crested Newts (GCN) and cost-effective development through a strategic licensing system, to: • Generate positive outcomes for GCN • Provide efficiency and effectiveness improvements for developers, Local Planning Authorities and Natural England.
The monitoring and evaluation framework has therefore been developed and adopted to determine whether the high-level objectives of the scheme have been met and feed into future scheme improvements. The work will build on the extensive monitoring work that has been completed since the scheme was launched in 2019.
