WFD Cycle 2 priority haz substances classification

Summary

This dataset is a subset of the "WFD Classification Status Cycle 2" product and contains classification data for the sub element Priority Hazardous Substances (abbreviated to PHS) as used in the assessment for Chemical status for the water framework directive (WFD). The data is presented as a row per individual WFD water body. WFD provided for measures against chemical pollution of surface waters which included the selection and regulation of substances of European Union (EU)-wide concern called the priority substances. The list of priority substances was selected from amongst those presenting a significant risk to or via the aquatic environment at EU level. It also required the designation of a subset of priority hazardous substances and proposals for controls to reduce the emissions, discharges and losses of all the substances and to phase out the emissions, discharges and losses of the subset of priority hazardous substances. This sub element classification is based on the classification of the individual elements identified as Priority Hazardous Substances within the larger list of Priority Substances and Certain Other Pollutants according to Annex II of Directive 2008/105/EC. The classification for the individual elements are assessed as either Good or fail. The PHS classification is then based on a one out all out process meaning if a single PHS element fails then the PHS sub element classification will fail. If there are no individual PHS elements in classification the PHS sub element classification result is listed as does not require assessment (DRNA).

Lineage

The Water Framework Directive classification system is risk based and focuses on where there is likely to be a problem. It uses a principle known as "one out, all out", which means the poorest individual results drive the overall classification for a water body. It reports on over 30 quality elements, grouped into ecological status and chemical status. Ecological status includes physico-chem (e.g. nutrients, pH, dissolved oxygen, ammonia) , biological elements (e.g. phytoplankton, macroalgae, fish, invertebrates) , specific pollutants (e.g. metals and compounds, organic compounds) , hydromorphology (e.g. depth, width, flow, structure). Chemical status is assessed using priority substances, priority hazardous substances and other pollutants that present a significant risk to the water environment.
