About the Defra Data Services Platform (DSP)

<h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-1.Purpose">1. Purpose</h2>We provide the Defra Data Services Platform (DSP) to support decision-making, innovation, and public benefit. This policy is designed to keep the platform reliable and responsive for everyone.While we encourage legitimate high-volume use, unchecked automation can slow the service for other users. These rules help us protect platform performance and ensure fair access.<h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-2.GeneralPrinciples">2. General Principles</h2>By using the DSP, you agree to:<ul><li>Act Lawfully: Use data only for lawful purposes. You must not infringe on the rights of others or prevent them from using the platform.</li><li>Respect Licences: Most data is available under the Open Government Licence (OGL) v3.0. However, some datasets contain third-party rights (e.g., Ordnance Survey, UK Centre for Ecology and Hydrology data, as well as some Defra Group datasets.)<ul><li>It is your responsibility to always check the licence terms in the dataset metadata.</li><li>If there is a conflict, specific dataset terms or contracts take precedence over this policy.</li></ul></li></ul><h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-3.PermittedUse">3. Permitted Use</h2>You are free to:<ul><li>Use and adapt OGL-licensed data for personal or commercial purposes, provided you credit the source.</li><li>Build applications and services using DSP data and APIs.</li><li>Share derived outputs, subject to relevant licence terms.</li></ul><h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-4.AutomatedAccessandRateLimits">4. Automated Access and Rate Limits</h2>&quot;Automated access&quot; refers to using the DSP via software, scripts, APIs, or system-to-system processes rather than a web browser.To prevent overloading the platform, we apply rate limits.At the time of publication, the current limits are:<ul><li>Standard users: Up to 200 requests per minute.</li><li>Automated services such as system to system API calls: Up to 200 requests per minute.</li><li>Web bots including crawlers, scrapers, etc: Up to 10 requests per minute.</li></ul>We monitor and may change these limits to ensure stability. If you are building a service that genuinely requires higher capacity, please contact us to discuss your requirements.<h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-5.ProhibitedActions">5. Prohibited Actions</h2><ul><li>requests that degrade performance for others.</li><li>Misrepresent Data: Do not present data in a misleading way or imply Defra endorses your product or conclusions.</li><li>Breach Third-Party Rights: Do not redistribute third-party data (e.g., Ordnance Survey) beyond what their specific licence allows.</li><li>Compromise Security: Do not attempt to bypass authentication, evade usage controls, or disrupt the service.</li></ul>We reserve the right to match coordinated API calls to enforce the requests when they may appear to come from different users. Do not employ multiple IP addresses and/or user agents to avoid limitations described in 4. Automated Access and Rate Limits.<h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-6.RegistrationandPrivacy">6. Registration and Privacy</h2>If you hold a registered account (e.g., partner or contractor access):<ul><li>Keep your credentials secure and notify us immediately of any breach.</li><li>Use the data only for the agreed purpose (e.g., fulfilling a contract).</li></ul>Personal data processing is governed by <a href="https://environment.data.gov.uk/support/faqs/275811163/275811229" class="external-link" rel="nofollow">Defra’s Privacy Policy</a>. You must not attempt to re-identify individuals from anonymised data.<h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-7.Attribution">7. Attribution</h2>When sharing, reusing, or creating derived data from DSP, you must:<ol start="1"><li>Include the attribution statement found in the dataset metadata.</li><li>Clearly indicate if you have modified the original data.</li></ol><h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-8.ServiceStatusandLiability">8. Service Status and Liability</h2>We provide DSP services and data &quot;as is.&quot; We do not guarantee the service will be uninterrupted or error-free. We are not responsible for loss or damage resulting from your use of the platform, to the extent permitted by law.<h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-9.Enforcement">9. Enforcement</h2>We aim to act proportionately. However, if you breach this policy, we may:<ul><li>Issue a warning.</li><li>Temporarily restrict or throttle your traffic.</li><li>Block automated traffic that is harming the platform.</li><li>Suspend or terminate access for serious or repeated misuse.</li></ul><h2 id="DefraDataServicesPlatform(DSP)–FairUsePolicy-10.PolicyReview">10. Policy Review</h2>This policy is currently in a trial phase. We will review the rate limits and rules after 1, 3, and 6 months to ensure they are working for our users. Most are published under the terms and conditions of the Open Government Licence (OGL), some have specific licence conditions which are provided with each dataset. If you are contracted to another organisation, such as a local authority, then we will not be able to approve any of your data orders.  The contracting organisation would need to download the data, which they can sublicense to you as their contractor, if the licence conditions provided allow.  Unfortunately, third-party licence conditions prevent us from sharing data directly with someone else’s contractor.

Registering: Who can register on the Defra Data Services Platform (DSP)

Any content with ‘*’ is mandatory and must be completed to submit a form.Operational area can be selected from the predefined list available to each user group or can be uploaded as a bespoke outline. If the Operational Area needs to be a bespoke polygon, select ‘Other’ in the Operational area selection drop down and add a custom Shapefile. You are now provided with appropriate user permissions. You can start using the service immediately. <h3 id="Registering:HowtocreateanaccountonDefraDataServicesPlatform(DSP)-PSGAandWFD/CaBA/IDBusers">PSGA and WFD/CaBA/IDB users</h3>Once you confirm your email address, your registration will be flagged to the System Administrators for approval. While we review your registration, you will be placed in a ‘Awaiting approval’ user group - this will mean that you will be able to log in to the service immediately after confirming your email, but will not yet have access to the restricted data. Once your registration is approved, System Administrator will send you an invitation to the relevant user group. Accepting this invitation will provide you with access to partner data relevant to your user type. The filters are on the left-hand side and currently include: ●     Organisation: The organisation which publishes the dataset, for example:  APHA, Defra, etc.●     Search Type: This allows you to search either ‘All’ which will parse the whole metadata record or ‘Title’ to search solely by dataset title.●     Data Type: This allows you to choose between ‘Spatial’ and ‘Non-spatial’ datasets.●     Service Type: This allows you to filter for datasets which have a specific data service or resource type available e.g. File Download, WMS or REST API.●     Data format: This allows you to filter for datasets which have a resource available in a specific data format e.g. CSV file or Shapefile.●     Licence: This allows you to search for specific wording within the ‘Licence’ section of the metadata. This can be used to search for data available under a specific licence e.g. ‘Open Government Licence’ or for data which has specific attribution or third-party rights e.g. ‘Ordnance Survey’. Once you have written your search term please select it from the dropdown list. ●     Keywords: This allows you to refine your initial search by specifying one or more additional keywords to apply – only matches from the ‘keyword’ section of the metadata record will be returned. Once you have applied your filters you can re-run your search to get the refined results by clicking on ‘Filter results’ or ‘Refresh’. You can also sort your results in various ways and select how many results you would like to see returned on the page. Sorts currently available are:●     Best match (default)●     Title (A-Z)●     Title (Z-A)●     Data Updated (Revision Date)●     Metadata Updated (which indicates when the metadata was last updated). Additionally, an option is provided to ‘Include Retired &amp; Archived Records’. For example, searching for a broad term like ‘Environment’ can take a long time to run as we have many records that mention ‘Environment’ or that include ‘Environment’ as a category or theme.A more narrow or refined search term will return a smaller number of records and so will display the results more quickly.

It’s a set of attributes that describe data, help users understand what data is about, how it should be used and whether there are any limitations to what it can be used for. The purpose of metadata is to to help you better understand the dataset and its uses. The dataset may contain data collected/created prior to this date but the creation date represents the date the dataset was first created as a product.Revision Date: This date represents the date the data was last updated. However, it should be noted that this value is updated manually in the metadata record for the dataset so may not always be 100% reliable, particularly for datasets which are updated frequently (see Update Frequency).Publication Date: This represents the date the dataset was first published by the publishing organisation.Update Frequency: This indicates how often the data is updated. For datasets which are updated regularly e.g. daily, continually, weekly, fortnightly or monthly this may be a better indicator of the currency of a dataset than the Revision Date. The resulting file will contain the information needed to fulfil your request, such as the area you have selected and format.Next, click the option to raise a Support Ticket and complete the form to request the data. Attach the zip file you have downloaded (with your order information) to the form.After submitting your support ticketAfter submitting your request, you will receive an automated email response from the DSP’s Service Desk. This will provide your ticket number (in the Subject) and a copy of the request description for reference. The Service Desk team will correspond with you via email if any additional information is needed.When your request has been processed, you will be provided with a secure download link to access your data. This download link will be valid for 30 days. After confirming you have successfully downloaded the data, your ticket will be set to Resolved.

Downloading Spatial (Vector) Datasets

Created: 31 October 2023 The Defra Survey Data Download allows the download of pre-defined zip files containing titles of data for the various Survey datasets from different years and resolutions. It can be accessed through the <a href="https://environment.data.gov.uk/DefraDataDownload/?Mode=survey" class="external-link" rel="nofollow">Survey</a> tab on the <a href="https://environment.data.gov.uk/" class="external-link" rel="nofollow">DSP Homepage</a>. A list of Operational layers is displayed. The layers can be togged on and off to see what is available in an area of interest. The tile size is dependent on the source resolution. The National LIDAR Programme and LIDAR Composite data is available in GeoTiff format, supplied in 5km tiles. All LIDAR Point Cloud data is available in .laz format, which is the compressed form of .las files.<h3 id="DownloadingSurveyData-Important:Pop-upsmustbeenabled">Important: Pop-ups must be enabled</h3>Please note that pop-ups must be enabled on your browser for the Download All function to work. Downloading Survey Data

Created: 31 October 2023 Updated: 24 June 2025If you have registered as a Defra-body Contractor, then all your download requests for restricted data will first need to be approved by the Project Manager of the Defra funded project you are working on.When you make a download request (for a restricted dataset), you will be asked to enter the name of the Defra-body funded project you are working on, the name of the Defra Project Manager who will approve your request and your Defra Project Manager’s email address. An automatic approval request will be sent to your Defra Project Manager for review and you will be notified of the outcome via email. If approved, you will be notified and prompted to download your data.The Project Manager may reject your order if they do not think you need the data to carry out the contracted work, for example if you have ordered an irrelevant dataset, or data for too large a geographical area. If you disagree, you must discuss this with your project manager.An order may also be rejected if you have named the wrong person as the project manager. If you provide the details of the project manager from your own organisation and not that of the Defra Project Manager, your order will not be progressed. In this case, you will receive an email informing you that the download request was rejected.<h4 id="DownloadingDataasaContractor-Managing,trackingandcancellingContractordataorders">Managing, tracking and cancelling Contractor data orders</h4>As a Defra Contractor, you can manage your restricted data orders, review their status and access the data you have requested using the Orders tab. This tab will only be available if you are logged into the service as a Contractor. Downloading Data as a Contractor

Created: 06 May 2021 Updated: 21 April 2022To ensure websites load quickly, browsers cache files and content when users first visit a website and then serve content from cache on subsequent visits.Caching may cause issues when the source page or content change, but the browser continues to use cached version of the page. This may mean that some of the functionality doesn't work properly or the latest content is not available. To make sure you have access to the latest version of the page you are using, it is worth clearing the cache in your browser regularly. Following steps explain how to clear cache in some of the most frequently used browsers.
