Dart Estuary - Waterhead Creek to Greenway Viaduct 6B65
Summary management approach
Maintain a non-interventional approach, with the exception of some limited local activity to maintain existing defences. This approach supports objectives for the area's nationally and internationally protected environment, however it is recognised this may also put the historic landfill site at Waterhead Creek at potential risk of flooding - any potential pollution risks associated with the management approach in this unit therefore need to be investigated further.
Generic approach assigned to this unit
Management approaches depend on funding and relevant approvals and permissions. Adaptation to coastal change may be needed. If defences are present, some risk from flooding, erosion or ground instability may remain.
Time periods (short (0 to 20 years), medium (20 to 50 years) and long (50 to 100)) are approximate and do not signify precise dates of management transitions.
0 to 20 years (2005 to 2025)
NI4No active interventionLocal activity only
Where the overall intention is for a natural shoreline, not to encourage new defences. In some areas, where specified in the Shoreline Management Plan, works to repair or construct short stretches of defence to provide localised protection (such as to a slipway, access point or isolated properties) may be considered by the Local Planning Authority. All works require relevant permissions.
20 to 50 years (2025 to 2055)

16.158 | In line with the new SMP Supplementary Guidance, undertake further work to clarify whether new defences may be permitted or not. The ‘No Active Intervention along undefended frontages’ aspect of the Hold The Line/No Active Intervention approach may conflict with the SMP intent for “continued protection for people and property in Kingswear, Totnes and Dartmouth from flooding/erosion” which may require new defences in currently undefended areas as sea levels rise. This has potential to confuse the public or land use planners when considering any new developments in currently undefended urban areas, especially if there is uncertainty as to which existing structures are categorised as a ‘defence’. | Pending agreement | Not yet started | Medium-high |
16.156 | Develop an Asset Management Plan to guide maintenance of defences and develop a programme of works in the Dart Estuary to ensure that they continue to provide adequate defence against the risk of flooding. This should include investigation of the risks posed by flooding to the Waterhead Creek disused landfill site and future management requirements to manage this risk. | Environment Agency/South Hams District Council | Not yet started | Medium-low |
16.030 | Update the 2012 SCOPAC Sediment Transport Study (STS) to include new Channel Coastal Observatory baseline data captured in 2022/23. | Standing Conference on Problems Associated with the Coastline | Not yet started | Medium-low |
16.157 | Quantify habitat losses and gains, and identify and secure sites for replacement habitat. | Environment Agency/South Hams District Council | Not yet started | Low |

These management approaches have been approved by the Environment Agency under its Strategic Overview for coastal flood and erosion risk management and are considered to be local policy.
The documents below provide the full SMP adopted locally and approved by the Environment Agency at the time of publication. Some of the information has changed in response to new government policy, new evidence or new work identified.
