Summary management approach

Encourage a naturally functioning shoreline, with local activity restricted to dune management, with potential to allow roll back of the dunes dependent upon investigations into contamination risk from landfill. Designation as a ‘Coastal Change Management Area’ within the land use planning system may be necessary. The implications of this management approach for highway links along this section will also need to be considered. Future management effort needs to be aligned with delivery of the St. Austell Bay Resilient Regeneration (StARR) project, an objective of which is to reduce future impacts on inland residential properties resulting from tide locking, the severity and frequency of which will increase as sea levels rise. The management approach at this location will also be further informed by Cornwall Council's 'Making Space For Sand' project, which is being undertaken during the period 2021 - 2027, funded by the Environment Agency's Flood and Coastal Resilience and Innovation Programme. Cornwall Council's recently adopted Climate Emergency Development Plan Document (Feb 2023) identifies Par Sands as a candidate location for adoption of a Coastal Change Management Area within Land Use Planning Policy. This in turn should support the coomunity to identify plans and opportunities to adapt their sewttlement.

Where the overall intention is for a natural shoreline, not to encourage new defences. In some areas, where specified in the Shoreline Management Plan, works to repair or construct short stretches of defence to provide localised protection (such as to a slipway, access point or isolated properties) may be considered by the Local Planning Authority. All works require relevant permissions.
